Something more simple today and a little more thought provoking too. You have the technology to traverse vast distances in seconds, the possibillity of meeting youger races is inevatible. So when you come across one in a state a conventional world wide war it's a great opportunity to study. After two months of continued study and data compiling sensors detect massive movments of radioactive materials. The threat of nuclear war is very real and the crew struggle and debate over what to do. Do you make yourself known to them to show that there is more outside thier planet and that nuclear war would lead to thier destruction. Or do you watch as a planet and an entire species burn.

It is well known if you do your homework that UFOs interfered with nuclear devices during the Cold War, perhaps to say "we know what you're doing with these devices, and they are too powerful for you to control yet", and I've even heard that someone in the military said that we couldn't really launch an attack that would lead to the destruction of our planet if we really wanted to, because they would shut them all down before they allowed it.

 Google UFOs and Nukes, and you can read about at least some of these instances. It is theorized that not only are we being visited, but at least one faction of those visitors has a vested interest in, if not us, at least the planet not being turned into a radioactive ball of dirt.

 In this case, the Kelvin too has a vested interest in shutting it down, and the best option would be to contact Starfleet Command to send as many ships as possible, and disable the nuclear warheads. From orbit is optimal, but with shuttlecraft if necessary.

 The local governments would likely fear mass panic if they publicly entertained the idea of extraterrestrial intervention, and would likely cover it all up anyways, and substitute with something more mundane, like divine intervention or freaky electrical storms. Saner minds will snap the rest of civilization to the reality of what they almost did (or maybe classify that too. There would be consequences if the population started demanding the destruction of these weapons, or else). But some parts of the population would start to wonder and arrive at the truth themselves, when they are ready.

 Give them another century or two, and they will become warp capable. Another century or less after that, and you have a future Federation member.
